SimpleCMS lets you:

Create unlimited pages and sub-pages.

Save pages as drafts to publish when you're ready.

State what order you want your pages in (how they should appear in the menu).

State meta data (this is for search engines).

It can be designed to look however you like and it can have a horizontal or vertical menu.
